Board of Directors

VHQC is governed by a board of directors that includes up to 15 voting members who represent Medicare consumers, senior advocates, physicians, providers, health policymakers and insurers.

As an organization committed to sound governance, VHQC has adopted practices designed to promote a healthy board. These include three-year terms, a limit of two successive terms, and a $200 per meeting cap on compensation for voting members who are not VHQC employees. To ensure continuity of governance, one-third of the board is appointed each year and vacancies are filled when they occur.


Officers:

William Kallio
Chairman

William Kallio of Richmond joined the Board in 2002 and is currently Chairman. Mr. Kallio is the first non-physician elected as VHQC's Board chair. Mr. Kallio is the State Director of AARP's Virginia State Office. He is a member of the Virginia Coalition for the Aging, the Virginia Coalition to Prevent Elder Abuse, the Center on Virginia's Future, the Southern Gerontological Association and the American Society on Aging. Mr. Kallio received his Master of Theological Studies from the Gordon-Conwell Theological Seminary and his Master of Public Administration from George Mason University.

Carolyn E. Thomas, MD
Vice Chairman

Carolyn E. Thomas, MD, of Richmond joined the Board in 2004 and is currently Vice Chairman. A retired pathologist, Dr. Thomas earned her medical degree from Virginia Commonwealth University's Medical College of Virginia, where she also served a residency in pathology. She is a member of the Medical Society of Virginia, the American Medical Association, the American Society of Clinical Pathologists and the Virginia Society for Pathology.

Kenneth J. Walker, MD
Secretary/Treasurer

Kenneth J. Walker, MD, of Pearisburg joined the Board in 2006 and is currently Secretary/Treasurer. Dr. Walker is the founder of Giles County Family Practice Center and previously was the medical director of Riverview Nursing Home and Carilion Giles Memorial Intermediate Care Facility. His experience includes serving on the Board of Directors of the Medical Society of Virginia and as a VHQC physician reviewer. Dr. Walker is board-certified in family practice and geriatrics.
